Moneylender Cooling-Off Period in Singapore (2026): How the 3-Day Cancellation Works

Quick Takeaway: From 15 September 2026, if you take an unsecured personal loan from a licensed moneylender, you have three business days after the money is paid out to change your mind. Cancel in time and you repay only what you received plus a small part of the approval fee (at most $50 on loans up to $5,000), with no interest.

Borrowing in a hurry can leave you second-guessing the decision a day later. Maybe a family member offered to help, the bill turned out smaller, or the repayments look tighter once you sit down with your budget.

Singapore now gives borrowers of licensed moneylenders a short, protected window to undo that decision. Here is how it works, what it costs, and how to use it.

1. What the Cooling-Off Period Is

The Ministry of Law introduced a mandatory cooling-off period for loans from licensed moneylenders. It applies to loans disbursed on or after 15 September 2026.

The window is three business days from the date the loan is paid out to you. The disbursement day itself does not count, and Saturdays, Sundays and Singapore public holidays are excluded.

Before this rule, a borrower who cancelled usually lost the full approval fee and paid interest for the days the money was held. Now the cost of changing your mind is capped and interest-free.

📎 Read the official announcement on the Ministry of Law's cooling-off period page.

2. Which Loans It Covers

The cooling-off period applies to unsecured loans that are not business loans. In practice, that covers most personal borrowing, such as a personal loan taken for bills, medical costs or an urgent expense.

It does not apply to:

  • Secured loans, where you pledge an asset such as a car or property

  • Business loans

  • Loans disbursed before 15 September 2026

If you are unsure which type your loan is, check your Note of Contract or ask your lender before you sign.

3. Counting the Three Business Days

Start counting from the day after the money is paid out, and skip weekends and public holidays:

  • Paid out on a Monday: your window runs Tuesday, Wednesday and Thursday.

  • Paid out on a Thursday: your window runs Friday, Monday and Tuesday.

  • Paid out on a Friday: your window runs Monday, Tuesday and Wednesday.

If a public holiday falls inside your window, skip it and count the next business day instead. When in doubt, act early rather than on the last day.

4. What You Repay If You Cancel

If you cancel within the window, you repay two things:

  • The money you actually received: the principal disbursed to you, after the approval fee was deducted upfront.

  • Part of the approval fee: the lender may keep at most $50 for loans of $5,000 or less, or at most 3.5% of the principal for loans above $5,000.

The lender can never keep more than the approval fee you actually paid. No interest is charged, the total you repay cannot exceed the loan principal, and the lender cannot add any other charges.

5. Worked Examples

These examples assume a 10% approval fee, the legal maximum:

  • $1,000 loan: the $100 fee is deducted, so you receive $900. To cancel, you repay up to $950 ($900 plus at most $50).

  • $3,000 loan: the $300 fee is deducted, so you receive $2,700. To cancel, you repay up to $2,750.

  • $8,000 loan: the $800 fee is deducted, so you receive $7,200. The lender may keep at most 3.5% of $8,000, which is $280. To cancel, you repay up to $7,480.

If your approval fee was lower than these caps, the lender can keep no more than the fee you paid. In every case, no interest is added.

6. How to Cancel, Step by Step

  1. Decide quickly. The clock starts the business day after the money is paid out.

  2. Tell your lender within the window. Say clearly that you are cancelling under the cooling-off period, and note the date and time you told them.

  3. Repay the amount due. That is the sum you received plus the allowed portion of the approval fee.

  4. Get a receipt. Licensed moneylenders must issue a receipt for every repayment. Keep it with your Note of Contract.

  5. Ask for written confirmation that the loan is cancelled and fully settled.

A licensed moneylender must not refuse a valid cancellation within the cooling-off period. If that happens, or you are asked to pay more than the caps, report it to the Registry of Moneylenders.

📎 For borrower rights and how to report a problem, see the Ministry of Law's guide to borrowing from licensed moneylenders.

7. When Cancelling Makes Sense

The cooling-off period is a safety net, not part of the plan. It can make sense when:

  • You found a cheaper option, such as help from family or an approved bank loan

  • The expense was cancelled, delayed or turned out smaller

  • You realise the monthly repayments do not fit your budget

  • You felt rushed and want to think it through properly

If you still need some of the money, ask about repaying part of the loan early instead. Early repayment saves interest on the amount you return.

8. Use the Time Before You Sign, Too

The best protection is still a careful check before the money is paid out. Your lender must explain the loan terms in a language you understand and give you a copy of the Note of Contract.

Before you sign, check:

  • The amount you will actually receive after the approval fee

  • The monthly interest rate and the repayment schedule

  • Late interest and late fees, which are capped by law

  • That the contract is complete; never sign a blank or partly filled contract

9. The Bottom Line

From 15 September 2026, you can cancel an unsecured personal loan from a licensed moneylender within three business days of receiving it. You repay what you received plus a small, capped part of the approval fee, with no interest.
